Over 10 years ago, the voters of Oregon approved of the use of Medical Marijuana for patients who suffer from certain conditions. Since those early days, the Medical Marijuana Program in Oregon has grown to serve over 40,000 Oregonians. Now it is time to expand the program to reflect that growth.
Medical Marijuana is a natural product. When demand increases, one cannot just schedule overtime at the Marijuana factory and increase production. It grows as it grows, with only a limited amount of human intervention. All too often, sick people cannot get enough quality medicine, and must either go without, or return to the pharmeceutical drugs that they were avoiding.
We can fix that this year. We can vote YES on Measure 74, the Regulated Supply System measure. It is this Measure that Oregonians will vote on in November.
A YES vote for Measure 74 means:
- Safe access to medicine for suffering people
- Reliable access to accommodate more patients' need
- Mandated assistance for low income and indigent patients
- Quality control testing not financially feasible for individual growers
- Far less temptation to divert medicine to the Black Market
- Increased availability of varieties giving patients the ability to identify particularly effective strains
- Increased revenue for the state through program fees and taxes
- Funding for future scientific studies on therapeutical uses of cannabis
- A program that is fully self-funded - no cost to taxpayers
- Increased access to alternate means of using medicinal cannabis
- Restrictions on dispensary locations
- Penalties and fines for violations of the law
Voting YES does not mean:
- Any changes in the existing OMMA - patients can still name a grower or grow for themselves
- Automatic crime magnets - Law Enforcement in areas where dispensaries currently operate report no significant increase in crime associated with a dispensary
Much is being said about Measure 74 being a smoke screen for legalization. The ability to have dispensaries open to serve patients is a far cry from open access for any adult. The only people who can legally get medicine from a dispensary will be registered cardholders. There are those who say that Measure 74 means legalization because paying the fee for a producer's license will allow anyone to grow cannabis without penalty. What is not mentioned is that anyone can grow cannabis now, without even the need to pay a rather large fee simply by being named to grow for any patient.
Those operating dispensaries will need to form a non-profit corporation in order to receive a dispensary license. That requirement alone will weed out many who are only interested in making huge profits from patients.
Law Enforcement does not want Measure 74 to pass. They are going to be speaking out against the Measure from now to Election Day, and backing up their arguments with highly publicized busts and confiscations of medicine. This only puts more hardships on sick people and the growers who are providing their medicine. It is a sad indicator of our times that those who are sworn to serve and protect the citizens prefer arresting and hassling them in order to make political points.
Let's be sure to keep compassion first and foremost. Patients need reliable, safe access to their medicine. Measure 74 offers the best option to provide that safe and reliable access. We have a chance to decrease suffering, increase state revenues and hold cannabis producers and providers far more accountable. And all it takes is your YES vote in November.
